Two current flaws. 1)The more geographically integrated a minority (philosophical, religious, or ethnic) the less hope to achieve proportional representation. 2) Voting third party you must risk throwing your vote away and sabotaging next best choice.
Government’s first role is to provide a equitable mechanism for the distribution of power. Geographically centered democracy sees citizens as possessions of territory rather than as possessors of unique and distinct philosophy. People aren't where they live, they are what they believe. We can have a system where every member of a Legislature would be required to earn the support of 100% of their constituency--a system where no citizen loses, because no candidate is able to steal representation by winning a narrow regional majority. Also by allowing voters to indicate a second or third choice on their ballot and directing their vote accordingly. Voters could vote third/no-party candidates without throwing vote away.
By combining deregionalized elections with a transferable vote we can have "representation without segregation," and government can honestly reflect who we are, rather than 50% disenfranchisement.
