1) Regarding RESOLUTION #130-06: How did the individual members of the Council intend the words "political message" to be defined, and did YOU, in passing the resolution, intend suppression of First Amendment protected Speech to be "appropriate to the TV 25 mission"?
2) A substantial part of this year's budget increase was caused by a council initiative to start effectively pre-taxing taxpayers to pre-finance future expenditures. Considering the fact that having extra money around tends to make money easier to spend...and Considering that returns on private equity are generally higher than returns realized by government entities on capital accounts, and considering delays in budget drafting and approval have probably been the only cause for substantial "emergency" withdrawals from "reserve accounts"--Without using the "everyone else is doing it" excuse, how does the council defend maintaining reserves in excess of what is demanded by necessity?
